Autoupdate erases line in /etc/sysctl.conf which was created by LiveCD

Description

Before running autoupdate from amd64-BETA5 (Feb 5 snapshot), the following line is present in /etc/sysctl.conf:

kern.timecounter.hardware=i8254

After running autoupdate to amd64-RC1 (March 6 snapshot), the above line is gone.

Since the above line is created automatically when installing from livecd, I'm guessing it shouldn't be removed during updates.

I'm running pfSense in VMware Player 3.1.3.

Back out #1313. It breaks dhcp relay.

Important tunables like that are in the GUI now, not sysctl.conf
