Update nut-devel version and update startup script

Description

  • Update nut startup script to avoid ups failure notifications on nut restart following interface changes.
  • Update nut-devel to FreeBSD version 2023.12.05 (timestamp 1701837856) to address unexpected shutdowns during ups self tests.

These changes are being submitted as two separate PRs to allow the nut-devel update to be pulled from upstream if more convenient.

Can confirm that the newer nut-devel packages are added as dependencies. Current package version is nut-devel-2024.01.03.

There was an issue with the previous MRs - they seemed to be missing additional commits which caused some build failures. Fortunately after a full ports merge from main, builds were successful (in dev/24.03).

I haven't gone through the commit history to see what fixed the build in dev. Assuming there were some previously missing commits, they should be identified first since they'll likely be needed to avoid build issues when merging into the release branch.

I do not understand. We're just updating the git commit level for upstream, which was been done by Jim 27 days ago. Are you requesting that anything additional be done?
