Description

Having multiple P2s on a single P1 causes instability with ipsec-tools 0.8.

To replicate:

Setup one 1.2.3 box with 2 tunnels.

Setup 2.0 with one P1 entry and two P2 tunnels on top. Chaos ensues.

This is most likely related to ipsec-tool 0.8. I've confirmed this issue with ipsec-tools 0.8 on 1.2.3-RC candidates.
This needs to be taken up with the ipsec-tools maintainers.
