Console auto login is not setup properly on upgrade from 2.1.4 to 2.2

Description
After 2.1.4 to 2.2 upgrade, the console does not auto login until the admin page settings are saved again. (System > Advanced, Admin Access tab, press Save.)
Happens at least with VGA, haven't tested serial yet. If you press Save on the advanced admin settings and then reboot, the auto login works as expected.
May be related to #3749 causing the tail end of the upgrade process to fail.

/etc/ttys was missing on full update tarball, it's now fixed on latest snapshots

When upgrading from 2.1.4 to "2.2-ALPHA (amd64) built on Fri Aug 15 06:03:40 CDT 2014", console auto login is not a problem. The "standard pfsense menu" appears on the console after the reboot.
