Proxy ARP range does not show all usable IPs

Description

When using a network range in proxy ARP, the various Address drop downs, like on firewall_nat_edit.php, that pre-fill the available VIPs do not pre-fill all of the IPs available in the specified PARP IP range. It only shows the network address.

Closer but still missing one address. 192.168.1.4/30 should show .4, .5, .6 and .7. It currently is missing .4, seems to be missing the network address in any range entered (which is valid in the case of PARP ranges).
