It did not resolve - switch to Turkish, edit and save a firewall rule. The "Apply" step of the sequence is not displayed - it goes straight to the "reloading in the background" thing and a close button.

My proposed fix: https://github.com/pfsense/pfsense/pull/1441

Actually it would be good to pass $showapply=true explicitly in all calls to print_info_box_np() that are for things that must have the Apply button displayed. I am happy to do that in the next day or so, if someone agrees on the principle.

That pull request has been merged, so this particular thing should be fixed in 2.2
