Reordering P2s on vpn_ipsec.php doesn't work right.

For instance, clicking the button to move to the bottom of the list does nothing. Using the "move selected entries before this" button always moves the selection to the top of the list rather than right above the chosen one.

we should not be using "Move to here" buttons any more but drag/drop ordering. If you assign this to me I can take care of that.
