CARP Advbase value is overwritten from the master

Description

When running CARP, the default setting of master's skew +100 on the backup device tends to result in unexpected failover situations, specifically when running in VM (ESXi) environments.
This has been reported numerous times in the forums.
Instead, setting the AdvBase to a higher value on the backup seems resolves this, but this value is overwritten anytime the master's CARP virtual IP address is edited, unless the option to Synchronize Virtual IPs is unchecked, which then requires all virtual IPs to be manually entered on both units.

Suggested FIX: Skew and Base values should not be synchronized beyond an initial synchronization if the configuration does not exist on the backup. Afterward, those two values specifically should not be overwritten, allowing the administrator to set them to values that work best in their environment.
