Switching Router Advertisements to disabled should broadcast IP Removal messages

Description

Switching the RA mode from anything to disabled causes the clients to remove the gateway but keep the address for awhile.

Switching the RA mode twice:
> Router Only removes all addresses
> Disabled removes the gateway

Can we get the IP addresses removed when switching to disabled without having to go through the intermediate step of selecting Router Only? I want ipv6 connectivity problems to stop immediately and client settings to behave predictably when I switch RA to disabled without having to know about the intermediate step.

Turning the DHCPv6 server off in Managed or Assisted mode doesn't broadcast RA removal messages. Switching the mode to Router Only then Disabled removes all. Switching back to Managed or Assisted mode results in the clients getting nothing. I don't get any warning that I'm asking for something that won't work. pfSense should chastise me for selecting RA modes that require the DHCPv6 server when it's turned off. Proper warning messages might also explain why Unmanaged and Stateless DHCP haven't ever given addresses to clients.

Switching the DHCPv6 server back on while in Managed or Assisted mode does not broadcast addresses. Switching the mode from Managed to disabled to Managed does not broadcast addresses.

The same two steps shown above with DHCPv6 already on is required to get the clients outfitted with addresses.
