Status / Dashboard save changes for all users

Description
Hey guys
The Dashboard save the changes for all users. For example, I have 2 users (one admin and one for a monitoring display) - I added only necessary widgets to the account from the monitoring screen and he deleted all other widgets from my admin account).
I hope you know what I mean ;) I would like to see different dashboards in different users.

Over the years I have thought that this would be handy, but never got around to doing anything about it.
Pull request https://github.com/pfsense/pfsense/pull/2989 has a proposed solution.
The type of this issue also needs to be changed to Feature.

Note: New pull request https://github.com/pfsense/pfsense/pull/3018 has the proposed solution all in 1 commit that is up-to-date with master as of now.
