Now limited parameter is always included in restrict config lines.
Older Netapp filer uses sntp and sends 3 ntp queries in a row.
Because of the limited flag nptd on pfsense replies with KOD (rate) packet and time sync fails.
Limited flag should be included as configurable parameter in Access Restrictions.

KOD flag also toggles limited.
