According to this thread and posts from jimp the cpsw NICs in the SG-1000 don't support ALTQ at the moment:

The cpsw NICs in the SG-1000 do not support ALTQ shaping currently. No ETA on that.

You could use VLAN tagged interfaces, as those do support ALTQ, but it's a little more to setup on the firewall and switch.

It loads shaper rules without error, I see traffic in queues. I pushed a commit to is_altq_capable() in interfaces.inc so it will be available for others to test/use.
