State table content on ``diag_dump_states.php`` does not sort properly

Not sure if bug or regression. But Columns in the diag_dump_states.php will not sort
You can click on the column header and get the sort arrow to appear, clicking the column header again changes the sort arrow direction. But data never actually sorts.

I see the problem in 21.02.2, OP never actually stated their version. Have also tried multiple browsers, same issue.

Reproduced in 2.5.1 and 21.02.2. Tested in Firefox and Chrome.

I thought this might of been included with 21.05.1 - guess not I just checked and still doesn't sort... Will wait til listed 21.09..

The target is 21.09, so that's expected. The 21.05.1 release was for critical items only.
