Tested on the:
2.6.0-DEVELOPMENT (amd64) built on Thu Nov 04 05:19:35 UTC 2021 FreeBSD 12.3-PRERELEASE
The limiter was successfully removed even though it was used in a rule. The rule wasn't removed, and it stayed as it was, just without In / Out pipe setup.
