Description

In addition to https://github.com/pfsense/pfsense/commit/da836151dbd6dff0f8759ef165b24e0e173b078e
interface_bring_down() must restart DNS Resolver (like #11547), snmpd, rrd, igmpproxy, ipsec(ipsec_force_reload($interface)) and openvpn (if in use)
