L2TP MPD configuration is not updated when a dynamic WAN IP address changes

Description

After an provider based change of the WAN IP the L2TP server is still listening on the OLD WAN IP.

The IP changed to 79.217.195.10 about a week before we manually restarted mpd5 and it finaly updated.

built on Thu Apr 21 06:20:06 UTC 2022
FreeBSD 12.3-STABLE

After a manual IP address change on the WAN interface, the L2TP service doesn't update the IP address it is listening on. Please check.

It works fine with IP renew using DHCP/PPPoE. I created a new Redmine for manual IP change https://redmine.pfsense.org/issues/13082 .
