Steps to reproduce:
1. Set L2TP to listen on the WAN interface.
2. Manually change the WAN IP address
3. Check Status/System Logs/VPN/L2TP Service (L2TP: waiting for connection on 'old IP address' 1701)

no reoccurrence - L2TP service is restarted after WAN IP address change.

Bug reoccurs, patch fixes it, no unusual behavior after the patch.
