Description

Steps to reproduce:

1. Set L2TP to listen on the WAN interface.
2. Manually change the WAN IP address
3. Check Status/System Logs/VPN/L2TP Service (L2TP: waiting for connection on 'old IP address' 1701)

Tested the bug reoccurrence against the version below:
2.7.0-DEVELOPMENT (amd64)
built on Fri Apr 22 06:21:00 UTC 2022
FreeBSD 12.3-STABLE

no reoccurrence - L2TP service is restarted after WAN IP address change.

Tested the bug reoccurrence and patch against the version below:
22.05-DEVELOPMENT (amd64)
built on Fri Apr 22 06:22:18 UTC 2022
FreeBSD 12.3-STABLE

Bug reoccurs, patch fixes it, no unusual behavior after the patch.
