SDHCI Controller timeouts are back

Description

This occurred in the past and was fixed in a subsequent version. It was somewhere around the 2.4 days but I can't remember exactly.

repeated sdhci_pci1-slot0: Controller timeout

It eventually continues booting but adds around 2 minutes to the boot time.

Issue doesn't happen on the last FreeBSD 12.3 based pfsense 2.7.0 builds and occurs on the current ones (tried Oct 26 and Oct 31).

The device tested was a Qotom Q515G6 but I believe this affects many different devices like it did in the earlier occurrence of this issue. Here is one example of the earlier occurrence:

Creating a /boot/loader.conf with these contents works as a workaround:

hw.sdhci.enable_msi=0
hint.sdhci_pci.0.disabled=1
hint.sdhci_pci.1.disabled=1
