Description

When using CESA in the 3100 in 23.01 the descriptor pools can be exhausted filling the logs with:

cesa1: TDMA descriptors pool exhaused. Consider increasing CESA_TDMA_DESCRIPTORS

And causing issues for anything using CESA.

The descriptor values were set at 4x the defaults in 2.4 but that seems to have been lost.
