Description
I would like to have a user that can create or revoke certificates but not manage CA.
Currently, if a user does not have WebCfg - System: CA Manager privilege, the Cert. Manager System menu entry on the navigation bar will not be displayed.
The user can still access the granted pages by copy pasting /system_certmanager.php or /system_crlmanager.php from the URL. But it would be more enjoyable to access these pages using the navigation bar.

Works as expected on snapshots. A user with privileges to access certificates but not CAs get a menu entry that leads them to certificates rather than it being missing.
