openVLANs not cleared in console configuration despite warning

Description
When configuration that includes VLANs is restored to different hardware (different NIC type), pfSense will show Interface mismatch warning during bootup and prompt to configure VLANs. If you decide to configure VLANs, the next prompt will show "WARNING: all existing VLANs will be cleared if you proceed!" – this is not what happens, the old VLANs bound to now non-existent interface remain in configuration, which causes pfSense to show Interface mismatch after reboot again, unless you go to web interface, and delete the old VLANs there.

I can replicate this, when doing changes on the console without using the GUI and restarting, it keeps asking to configure VLANs and Assign Interfaces on each reboot.
Doing all of this over the GUI works fine, restoring a backup will make pfSense reboot without issues, this only happens if you do everything via console and don't touch the GUI.
Tested on 2.7.2 and 24.03
