closedGateway monitoring includes disabled gateways

Description
When disabling a gateway either through the widget or System, Routing, the gateway is marked as disabled but the widget continues to display it and the logs continue to log failue every second. This causes log overflow in seconds with multiple disabled gateways. Note: clicking the wrench icon in the widget and deselecting show does remove the display from the widget but the logging of the disabled gateway still continues. This most likely affects all plus installs but was confirmed on an XG-7100 1U and XG-1541 with 24.03 and 24.08 July 02 dev.
