The system doesn't save the changes regarding the SCTP (first, opening, established, closing, closed) made under System/Advanced/Firewall & NAT - State Timeouts

I can confirm the behavior on 24.03

If I save the new value it will not save and stand "grey" default value

This had only been implemented on the rules themselves initially, though the GUI options are populated somewhat dynamically hence why the options are there at all.

I've added support for these in d68ab15cbb9f888c4ef644d8f107f62c9db2d343.

It fixes the issue.
