Description
When attempting to delete an IPsec P1/P2 with VTI and an interface assigned an error is generated as expected; however, it still prompts to apply changes even though none are pending. Checking the diff of the configs the only thing changed was the log of "Saved configuration changes for IPsec tunnels."

with above changeset applied to pfSense+ 25.03.b.20250429.1329, attempting to delete an IPsec tunnel produces the warning and does not require a button-induced application as before
