Hi ,
It's me again.
I report Chinese (taiwan) / HK Translation using incorrect identifier on 2.4.5

It happen 2.8 again.
I clean install ce 2.8 in a VM.
/usr/local/share/locale does have directories zh_Hant_TW or zh_Hant_HK,
but does't have directories zh_TW or zh_HK.
When I using cp -R zh_Hant_TW zh_TW seems nothing to change ,
just only edit /cf/conf/config.xml , with zh_Hant_TW replace to zh_TW and need reboot , it just ok.

Looking at/usr/local/share/locale I do see zh_TW or zh_HK
But I also had to edit the config and reboot to change the language
