tftp-proxy fails to add rules in 25.07/2.8

Description

The tftp-proxy in 25.07(.1)/2.8(.1) is broken. When enabled it sees incoming connections and logs them but fails to add the rdr or pass rules to the anchor. Nothing is shown when examining the anchor rules.

Where as in previous versions for example:

Upon retesting I can no longer replicate this in 2.8.1 and 2.9.0. The proxy works as expected.
