The pf table vpn_networks is missing networks from configured OpenVPN Servers and Clients.

This is a regression since 2.7.1/23.01. Fixed with 6bc24faa1f11b9da568323766da9af2de4967496.

This is good on the latest snapshot, vpn_networks is populated with the expected entries.
