ACME "Write Certificates" option always writes certificates

Description
The ACME package General Settings option to Write Certificates always writes certificates no matter what the state of the checkbox is in settings.
The backend code doesn't appear to be properly testing the content of the setting, only checking for the presence/absence of the tag, but that isn't how it's being stored.

Fixed in ACME pkg v1.3.2
There is a chance someone out there is relying on the certs being in /conf/acme but they never checked the Write Certificates option. If the certs in /conf/acme are unexpectedly out of date after updating to this version, ensure the Write Certificates box under General Settings is checked, then reissue a certificate.
