Closing this in favor of <a class="issue tracker-1 status-1 priority-10 priority-lowest" title="Bug: OpenVPN Lagg Interface not working after restart or new start (New)" href="https://redmine.pfsense.org/issues/9183">#9183</a> which is specific to LAGG and has a proposed fix.</p>
