DHCPv6 Client Failure for additional WAN Address causes 2-seconds-service-restart-loop

Description

When NOT setting "Request only an IPv6 prefix" with a provider that returns NoAddrAvail (see attached pcap), pfsense will retry DHCPv6 every two seconds, triggering rc.newwanipv6 every time. This will restart services every two seconds, not only making using services hard, but also writing about 150MB logs per
day. While the obvious solution is to set "Request only an IPv6 prefix", some better error handling should be put in place.
