Description

If the user set topology subnet on 2.2.x the value of the "topology_subnet" config option would be set to "yes". The tag was not present if the server was created from the wizard. When the option is unset, the topology_subnet tag remains with no value. The upgrade code is only testing for the presence of the tag, not its value.
