Description

In some currently-unknown edge case, extensions.ini can end up missing lines, breaking things.

One example post-2.3.1 to 2.3.1_5 upgrade, the following were missing from extensions.ini.

pfSense.so
radius.so
rrd.so
ssh2.so
suhosin.so
zmq.so
opcache.so

Backported changes from FreeBSD ports that deprecated extensions.ini, which should be enough to fix it
