dhcp6c quits after only two tries if no response was received

Description

Last night my ISP connection went down for a few hours, presumably for maintenance on their end. A few minutes into the outage, dhcp6c decided to attempt to renew its DHCPv6 lease and, of course, received no response since the connection was down. After making only two attempts over a period of a few seconds, it gave up and quit entirely. Because of that, when the connection did come back up, no new DHCPv6 lease was obtained and I had to manually release and renew the WAN interface for IPv6 to come back up. It would be much better if the dhcp6c would try repeatedly to get a lease so that IPv6 would come back by itself after such an outage.

I have attached the relevant log output from when the connection first went down.

Had the issue again this morning, still a problem whenever ipv6 link goes down for more than a few seconds PFsense fails to renew the lease.
