closedMonitoring (RRD) graphs return "unknown" step value

Description
There seem to be cases where rrd_fetch_json.php returns a step value that isn't located in the javascript lookup table, leading to errors.

Based on the description of the issue [1] from people that are able to reproduce it (I definitely am not one of them), I added all the halved values, to prevent more revisits to the code here.

I can't seem to break it now, but I couldn't reproduce the problem before, either, so it's a tough call on this one. The fixes are in place and appear to be good. If someone that could reproduce the error still has a problem, we can reopen this or start a new ticket for a later version.
