Add absolute offset stat to NTP monitoring display

Description

In Status Monitoring, NTP, the graph and stats data below it show the time offset. This varies plus and minus from zero. The current statistic is useful in that you can see when it goes from minus to plus, and the average gives you a measure of how close to zero it averages.

But it would also be handy to know how far away from zero it is on average - i.e. the average of the absolute value of the offset. While doing that, just also calculate the min, max... of the absolute value.

Show both stats in the output.

Has a full refactoring of the code first, then adding this feature. It looks much cleaner to me.
