Description

In some cases, packages can still end up with an empty <config></config> or <config/> tag which leads to problems where the settings are not being properly saved.

This happens to some users with net-snmp and as a result they can never fully save settings on the first tab, for example.

Similar to #476 but the code added then does not appear to be effective in this particular case.
