External Config Locator does not trigger a package sync or clear the wizard, so it does not result in a functional and expected restore

Description

Restoring a configuration via the External Config Locator (ECL) does not trigger a package sync, so if the restore configuration contains packages they will not be installed after restore. Also, the initial wizard still appears.

Reproduce by using a FAT32 formatted USB stick with the configuration in x:\config.xml, present at boot time after installation. The config should contain packages.

Fixed in 695f7d5c054b7df724ea4fd6883a29a2da60cca5 -- adding this for tracking purposes.
