I would suggest this is related to:

http://redmine.pfsense.org/issues/919

Please confirm so this can be closed.

A workaround would be to update firmware, then backup and edit backup to remove gateways with "monitor ip" manually entered in them, then restore. After the restore your gateway should recreate (if dynamic ip), if not manually recreate it, then create gateway group.
pfSense - Bug #930: attempt to create routing group - does not create ithttps://redmine.pfsense.org/issues/930?journal_id=33392010-10-06T11:12:35ZMarcus Brown

I tested this issue and it works for me on a recent snapshot. I get a group showing up in the list.

If you haven't tested on a recent snapshot, please download one and test this again. Also, please re-save, or delete and re-create your gateways entries.
pfSense - Bug #930: attempt to create routing group - does not create ithttps://redmine.pfsense.org/issues/930?journal_id=33412010-10-06T13:39:35ZScott Howellpfsense@tgifriday.com

I have downloaded Today's Snapshot, and it appears to create the group.

This appears to be fixed.
