Bandwidth values are forced by the Traffic Shaper Wizard but are not required nor used for PRIQ

Description

When using PRIQ, the bandwidth values for items such as VoIP prioritization are not used but they are still forced/required entries. Ideally, the wizard should detect the PRIQ case and ignore these entries.

Currently on submission it returns an error such as "Upload bandwidth of WAN #1 is not valid." if the box is left blank.

Looking in the ruleset for a PRIQ configuration, it does put the upload bandwidth on the WAN specification, but the download bandwidth is never used. The rules load OK without the upload specified, I suspect it's ignored by pf in the PRIQ case also. The docs on PRIQ don't list is as a valid keyword and explicitly state that it is not supported, so that should be removed as well. If that can be done, then the interface bandwidths should also be ignored by PRIQ in the wizard.
