Description
Since the swanctl conversion, per-user settings do not appear to function properly. This is a regression but only affects 2.5.0.
Similar to issues uncovered when attempting to solve #10296 but a unique problem.
The references made when forming the per-user connections and pools are not handled properly. The sections being referenced should be top-level sections and then referenced from within. So this needs a bit of a redesign but solving this will also incorporate a fix for #10296.
