Description
I've just hit a bug where after creating a new Host Override in the DNS Resolver, I've had to restart pfSense before the change takes effect. I clicked on Save, then Apply Changes, but the change didn't update until I restarted. I was assuming that clicking on Apply Changes would propagate the change?

Hmmm, this might have been due to having my VPN running at the same time. I've just hit something else that was fishy and after debugging it realised it behaved as expected once I disabled my VPN.

Can't reproduce this as stated and, like the last comment states, most likely would have been something else causing the problem.
