Bug #11612
closedCARP-based master takes over before it fully syncs required data

Description
Hello there! I have two pfsense 2.4.5p1. They are set up for failover via CARP. Everything works fine including the failover from the master to the backup. The problem occurs once the master takes control over from the backup box all connections got dropped. I guess what is causing that is that the master takes over from the backup before it fully syncs all data required to ensure smooth transition from the backup to the master one.
Why did I end up with that conclusion? Because I've done the following test: I enabled "maintenance mode" on the master pfsense. After that I restarted the master(which is already in maintenance mode, in other words; all traffic is handled by the other pfsense box) then once it reaches the up state, I waited for a few minutes and then left the maintenance mode(technically speaking, the master takes over from the backup now) and everything worked fine without any issues.
