issue with upgrading 2.4.4-p3 to 2.5/21.02-p1:

this is a clean 2.4.4-p3 install

Workaround:
update from 2.4.4-p3 to 2.4.5-p1
then from 2.4.5-p1 to 2.5/21.02-p1
