closedPacket loss with multiple OpenVPN client connections

Description
Packet loss with multiple OpenVPN client connections. This started occurring after Release candidate 2.5.1.r.20210403.0300. This happens if upgrading or a clean install and affects 2.5.1 as well as 2.6X.
Steps to reproduce.
1> Create 4 OpenVPN client connections to VPN provider (I use Torguard) Create the corresponding gateway interfaces and pass through rules
2> assign the created interfaces to a gateway group.
Openvpn client connections connect but 80%-100% packet loss on all four interfaces. WebGui slows to a 30+ seconds response time. Dpinger logs reflect this packet loss as expected. No other problems in the logs noted. If the total number of OpenVPN client Gateways is reduced to 2 instead of 4 then the packet loss is reduced below the failover threshold and a stable connection is usually possible. Multiple gateway monitor IP's were attempted with same results.
When gateway monitoring is disabled on these interfaces interfaces work as expected but without failover capability.
Hardware used is Core-I5 virtualized with NIC passthrough AES-NI enabled 8GB memory.

There isn't nearly enough detail here for a valid bug report, and it's entirely possible that it is not a bug but a configuration issue or some difference in the provider causing this.
Please post on the Netgate Forum with a lot more information about the setup here and details of the issue, including interface/gateway addresses for each instance, for example.
