Captive Portal popup Logout button loads full login page in popup when clicked

Description
When clicking the "Logout" button on the Captive Portal logout popup window, the small popup window attempts to show the full login form, but it doesn't fit in the tiny popup window.
Rather than behaving this way, it should take a different action, such as closing the logout popup, opening the full login page in the main browser window, or both.
Behavior may have been changed by #12138 but since the primary function of the popup, which is to log the user out, is functional this part can be dealt with in the next release.
