iperf3 service controls do not work

Description
After installing the iperf3 package, an entry is created under Status / Services which includes Start, Stop, Restart depending on whether the process is running or not. Clicking either Start or Restart only leads to a stopped process. As is, Start and Restart do not make sense given that the service doesn't differentiate between an iperf3 server and client.
Ideally, there would not be a service entry, and the server/client could be started/stopped from the iperf3 config page itself, similar to Status / Packet Capture.
