BGP packets not being sent to OpenVPN cloud connections

Description

Scenario:
OpenVPN cloud is utilized to connect two pfsense routers behind CGNAT to allow for site to site connectivity.

Configuration: Both networks are connected using PfSense openvpn package, creating CA/CRT/TLS from the ovpn provided from openvpn.
SNAT is off.
Both connected are connected to the cloud, no errors. I can ping from each router and back again.
When using packet capture on the cloud interface (openvpn client connected to openvpn cloud) No BGP packets are seen, despite appropriate routes and neighbor configuration.
