Please reference Bug #14483
I have the option "Ignore IPsec Restart" enabled under Global Settings in FRR.
Any changes to my IPsec tunnels will bounce all neighbors. According to Ignore IPsec Restart option this should not happen.
It is happening in 23.05.1
Before closing this ticket with the assumption that the OP did not have an option enabled in the firt place as per the reference ticket, please attempt to replicate in a lab to see if issue is present.
