Package reinstall on configuration restore doesn't work

Description

Not sure when this stopped working, in 1.2.3-RC1 official and current snapshots, when a configuration including packages that are not currently installed is restored, after the reboot the packages are shown in the menu, but they were never installed so clicking on the menu results in something like:
"Warning: fopen(/usr/local/pkg/openbgpd.xml): failed to open stream: No such file or directory in /etc/inc/xmlparse.inc on line 158 Error: could not open XML input"

  • Target version deleted (1.2.3)

Upon further review, I may be remembering something else, not sure if this ever happened automatically. After restore, it requires going to Diagnostics->Backup/Restore and clicking "Reinstall packages". Note added to upgrade guide.
