Services / NTP / Settings
Enable NTP Server checked
All settings as default (0.no.pool.ntp.org - 3.no.pool.ntp.org, none Prefer, none No Select, Pool)

Test: Windows 11, controlpanel, Date/Time, Internet-clock, Change settings,
- Server: 10.20.30.1 (PfSense on Netgate), Update Now -> Timeout
- Server: 10.20.30.40 (Ubuntu), Update Now -> Ok

Firewall log on PfSense, LAN, UDP, all traffic between source and destination
- PfSense as NTP:
- Request logged
- No reply
- Ubuntu as NTP server:
- Request logged
- Reply logged

Wireshark on client shows the same

Conclusion: NTP client on PfSense is broken (No reply)

I cannot reproduce any problem with the NTP client on 24.03 with a default install. It is properly synchronizing with upstream servers and a local client can query the service and obtain a proper NTP response. There is likely something in your configuration which is contributing to the problem, as some of the settings you mention are not defaults on current installations of pfSense software.
